Modern public policy has achieved remarkable institutional sophistication, yet it faces a persistent limitation: policies regulate systems, not souls. Climate agreements exist, equality is constitutionally guaranteed, and social welfare frameworks are expansive—yet environmental degradation, inequality, and social fragmentation continue. This book argues that sustainable transformation requires not only policy innovation, but cultural internalization of ethics. Chhath, an ancient living tradition of India, offers such a model.

भूमिका

आधुनिक नीति-निर्माण ने संस्थागत रूप से बड़ी प्रगति की है, परंतु व्यवहार परिवर्तन में वह अब भी असफल है। कानून व्यवस्था को नियंत्रित करता है, चेतना को नहीं। यह पुस्तक तर्क देती है कि स्थायी परिवर्तन के लिए नैतिकता का सांस्कृतिक आत्मसात आवश्यक है। छठ इसी का जीवंत उदाहरण है।

अध्याय 1: वैश्विक नीति संकट – जब कानून आचरण नहीं बदल पाता

समझौतों और कानूनों के बावजूद मानव व्यवहार नहीं बदलता। समस्या शासन क्षमता की नहीं, नैतिक आंतरिकता की है। छठ दिखाता है कि संस्कृति कैसे नैतिकता को दिनचर्या बना सकती है।

अध्याय 2: धर्म से परे छठ की समझ

छठ केवल पर्व नहीं, आचरण आधारित नैतिक व्यवस्था है—प्रकृति के प्रति कृतज्ञता, संयम, समानता, पारिवारिक सहयोग और श्रम की गरिमा। यह बिना संस्थान और बिना बाध्यता के जीवित है।

छठ में समानता घोषित नहीं, अभ्यास की जाती है। न जाति, न वर्ग, न लिंग भेद। यह मौन समानता सबसे टिकाऊ है।

छठ संस्थानों से नहीं, परिवारों से चलता है। देखकर सीखने की परंपरा नैतिकता को स्थायी बनाती है।

न विरोध, न दबाव—फिर भी गहरा परिवर्तन। छठ आदत के माध्यम से सुधार लाता है।

अध्याय 7: वैश्विक नीति संगति

छठ SDGs और UNESCO की अमूर्त सांस्कृतिक विरासत अवधारणा से स्वाभाविक रूप से जुड़ता है। यह नीति-प्रथम शासन का व्यवहार-प्रथम पूरक है।

• छठ को आचरण आधारित नैतिक केस स्टडी माना जाए
• शिक्षा में इसके सिद्धांत जोड़े जाएँ
• गैर-शोषणकारी परंपराओं पर वैश्विक संवाद हो

उपसंहार: संस्कृति ही जीवित नीति है

छठ सिद्ध करता है कि नैतिकता बिना दंड, स्थिरता बिना खर्च और समानता बिना विचारधारा संभव है। यह अतीत की रक्षा नहीं, मानवता के संतुलित भविष्य की संरचना है।
